The adolescent is referred by school faculty (Hilo, Honokaa, Kau, Kealakehe, Kohala, Keaau, Konawaena, Laupahoehoe, Pahoa & Waiakea High Schools) to BISACs school-based substance abuse treatment services. Treatment begins after an individual is suspected of having difficulty with substances in school.
